The subject of the order is the design and construction of the S19 expressway within the section from km 79+773 to km 102+810. The section is located in the Lubelskie Voivodeship. The route will bypass Lubartów from the west and then Niemce from the east. Under the investment, a two-lane road with two traffic lanes in both directions (with a reserve for the construction of a third lane in the future) of a total length of approx. 23 km will be constructed. The contractor will also rebuild roads colliding with the planned expressway and construct additional carriageways to serve local traffic. The contract also provides for the construction of four road junctions: "Lubartów Północ" (formerly Wincentów), "Lubartów Zachód" (formerly Lubartów), "Niemce Wschód" (formerly Niemce) and "Niemce Południe" (former Leonów), as well as the connection to the existing "Lublin Rudnik" interchange. The contract also provides for, among others, the construction of engineering structures, culverts, pavements, bicycle lanes, drainage system, environmental protection devices, screens, traffic safety devices, traffic management system and road lighting.

The investment will be carried out in the "Design and Build" system, and 36 months have been allocated for the task (excluding winters, i.e. from 16 December to 15 March). The construction works are scheduled for the years 2022-2024.
