Corporate model of functions & competences

The Corporate Functions and Competencies Model is the company’s central tool for an integrated management of Human Resources guaranteeing the uniform corporate standards in the companies belonging to Mota-Engil Group. 
It plays a determinant role in creation and implementation of the activities oriented at Human Resources development and management in the company.

The objective of the Corporate Functions and Competencies Model is to assure that the projects and initiatives developed and implemented in terms of Human Capital contribute the alignment of the people with the present and future needs of the business. This tool enables also better identification and understanding of what organization expects from its human resources.

The concept of the Corporate Model, in order to assure conscious and consistent management of Human Resources, assumes strengthening the relation between identification with the company’s values and objectives by employees with their capacity to meet the company’s needs in terms of business requirements.
This is to be achieved by identification of key functions assuring realization of all existing processes in the company with allocation to each function the required set of competencies aligned both with corporate identity, interpersonal and management skills  as well as technical skills and expertise assuring high level of performance.

The Corporate Functions and Competencies Model establishes the concept of function instead of category or work post which favors the employee's polyvalence in the Group and creates a smaller structure in terms of functions which in consequence is more efficient.
To distinguish the function in the structure, there are several factors taken into consideration as specific results of the work, which explain the reason of the function in the structure. It is also distinguished by the competencies profile required for proper performance and accomplishment of tasks.

For more efficient management of functions, identification of competencies requirements and planning of staff evolution, the Corporate Functions and Competencies Model organizes all functions from point of view of two perspectives - Functional Family and Band.

The Functional Family principle aggregates functions that share similar technical knowledge. 
The Corporate Model identifies several functional families in MECE that explain the existing processes within the whole company:

  • Administrative

  • Accountancy, Treasury & Controlling
  • Construction – Production
  • Construction – Auxiliary Production
  • Construction – Production Support
  • Human Resources
  • Information Systems
  • Quality, Safety and Environment
  • Procurement

The Band principle facilitates a global analysis of the company's functions as it enables to organize and integrate them into several levels indicating the involvement of administrative / technical / managing duties playing dominant role in work of the function.
Each band aggregates various levels of functions by defined criteria, being an organizing and integrating method of collected information and not an instrument for function qualification.
According to that perspective functions fit to the following bands:

  • Band 5 - Strategic Vision
  • Band 4 - Management
  • Band 3 - Technical Management
  • Band 2 - Technical
  • Band 1 - Administrative-Support
